Rams get offsets in both cases when the players sign with new teams.

Until they know the offset in each case they actually don't know how much they owe the player.
For all we know they paid them and withheld the amount of the offset until they knew for sure whether or not they owed it.
Another way to do it is to pay the full amount and then once the player signs, ask for the offset amount back. My bet is they don't do offsets that way and never have.
Good point but how do you explain Clay Mathews not getting paid?
As I said. Offset money. They don't know how much they owe him until either he signs with someone or doesn't. So there might be offset money or their might not be. They won't know until the thing plays out.
