Cooks is already on the 2020 books for $16.8M. If they trade him, they will have $17.8M in dead money so it will cost them $1M to trade him.
The hang up from their end is not that they can't absorb that from a salary cap perspective, it's that it doesn't help them this year. They create a gaping hole in the offense with no salary cap relief. So it only makes sense to do it if they get a compelling draft pick or two back.
