In my opinion, I wouldn't draft a RB anywhere in the top 4 rounds this year because (a) they still have Gurley, (b) they spent the 70th pick in the last draft on Henderson and (c) investing in the OL would pay greater dividends. I'd go into 2020 living or dying with them while improving the OL (and defensive front seven) as much as possible. I suppose that likely means releasing Brown too since it doesn't make much sense to pay a RB3 $1.1M.
Maybe, just maybe, a longer offseason and getting nicked up less this season could help Gurley rebound somewhat. Split carries 70/30 regardless.
In 2021, if it doesn't pan out release Gurley then. I've been converted to the camp, though, that says don't draft a RB high at all. Not in the top 60-70 picks. Draft one on day 3 every year and hope one out of every four is a pleasant surprise.
