They're different roles. Remember the guy who is being replaced as OC is McVay himself. And then also...why would, according to your take, Waldron both not be up to snuff and yet kept as the qb coach? I think you have a point about Waldron if he is replaced.
And, it's not rare for teams to have both an offensive coordinator and a passing game coordinator. Seattle for example has Schottenheimer as the OC, and their passing game coordinator is Andre Curtis.
The passing game coordinator in SF is Mike LaFleur...does that mean that Shanahan is not the architecht of the passing game?
