1st rd picks - LT - Lewan, RT - J Conklin and 3rd rd pick this year N Davis. They fortified line w/ Saffold. They do not neglect line like Rams have.
Your argument loses credibility if you just keep going to hyperbolic extremes like that.
So because you are focused on Tenn as the only possible model of OL building, it means you don't see how actually the league has SEVERAL models of OL building, all of which have produced successful OLs.
Among the top OLs in the league for example is GB, and they include one older low first round pick, Bulaga, and the rest are lower picks, including what some say is the best LOT in the league, who is a 4th rounder.
Kromer's superbowl OL in 2009 with the Saints consisted of 1 2nd round pick, 2 4ths, and 2 5ths. That OL twice won the Madden Most Valuable Protectors Award as the best OL in the league.
All you reveal here is that you like the Titans kind of OL--and don't seem to be aware of other kinds.
Meanwhile in 2 years the Rams drafted 5 linemen and traded for a 6th, and even at this too early to tell stage it is nonetheless clear that 2 of them were finds (Edwards and Evans).
That does not qualify as "neglect."
