There's no reason to believe that Kromer goes back to anything since, as I said, it is common for OL coaches to contribute to the run game at the game plan level. In fact it's impossible to coordinate a run game without deep input from the OL coach.
As I said Hanifan did it with Martz. He was in effect Martz's run game coordinator.
Meanwhile there's no evidence at all that O'Connell's understanding of the run game exceeds Kromer's or that Kromer would be shut out of anything. I would expect him to rely heavily on Kromer. Cause if nothing else he would be crazy not to. I also expect that Kromer, like all OL coaches, will have heavy run game input.
So Kromer has a lot of direct input on the running game--and that was as true of 2017, title or no title, as it will be of 2020.
If you look around the league, the term "run game coordinator" is not a job description--OL coaches invariably take that role as part of their job. The title "run game coordinator" is used to promote people and give them certain status, it doesn't change their jobs. So there's no reason to get rid of the title, especially since his job is not going to change.
