No. Career back-ups do not come through consistenly against anyone. Let alone either behind subpar OLs or against top ranked Ds. Conversely, most starters with rare exceptions fall apart when they have to play behind subpar and or broken OLs.

You said that low numbers behind a subpar OL against a top D = career backup. I recognize the 55 number because it's mine...I got that one from looking at games where the Rams collapsing OL in the 2nd half of 2018 put the team in harm's way. The whole point of that number was to reveal what tough defensive fronts and top defensive games did against an OL that was fading. That's the OL where Sullivan was wearing down and both Blythe and Hav were exposed.
And no, career backups do not just fail to come through under those conditions.That actually defines a lot of starting caliber qbs too. Career backups fall apart even in decent conditions behind solid and/or relatively healthy OLs. That is they cannot consistently win under better conditions. Want some names? Foles, Keenum, Bortles, Jamie Martin, Fitzpatrick....That is what MAKES THEM career back-ups (some of whom, in a qb starved league, did get starting gigs at certain points, like Keenum and Foles).
If you want to claim that Goff is that caliber of qb, feel free. I don;t think it will stand up though. And I mean that across the coming seasons that claim (if anyone made it) would not (I believe) stand up as a judgment.
And btw, using just the example of 2017, here are some of the qbs who, according to Football Outsiders, did not rank above 25 when facing pressure: Brees, Carr, Stafford, Watson. Rodgers is 20th. Top 10 guys include Keenum (who is #1), Mariota, Eli, Cutler, Hoyer, and Tyrod Taylor. All of those guys I just listed in the top 10 are ranked higher than guys like Roethlisberger, Ryan, Wentz, and Wilson.
