The concept behind the West Coast passing game is that at one particular moment there is supposed to be 2-3 receivers converging on the QB's direct line of sight stacked short, medium and deep. The QB reads from short to deep (or vice versa depending) and makes the throw to the guy who appears most open.
Somewhere along the line either McVay or Goff have forgotten this very basic concept.
