The claim out of Rams camp is that arranged practices with an opponent accomplishes more in prepping the starters than p-s games do. If nothing else, in an arranged co-practice you get to dictate situations. So for example you may never have a 2-minute drill in a p-s game but you can dictate any number of reps doing that (against a live #1 defense) with the co-practices.
In terms of the p-s games themselves, the Rams are giving time to OL and qbs who would otherwise not get that many reps against opponents. It's seasoning and real experience. That not only helps them make choices come cut-down time, it also coaches up the guys the young guys they do keep, so that they end up being more experienced than rookies and 2nd year prospects usually are.
The defense does it somewhat differently though. Rookies and 2nd year starters ARE getting live time with the defense. I am thinking of guys like Kiser and Joseph-Day, who get time in the p-s games, as opposed to 2nd year guys on offense like Noteboom and Allen, who don't. So Wade plays this all a little differently (though he is holding out the advanced veteran starters).
Anyway. It's not the least bit entertaining for fans, but McVay uses the p-s games his own way. He actually is getting something out of them.
