Again, his contract does not start until 2021. Till then he is on his rookie contract. By 2021 2nd contracts are expected to be higher than 32 M. So by giving him one in advance, they are cutting a deal--you can sign now but for less than you would get in 2021.
And besides that his is THE FIRST qb 2nd contract in 2019. So who are you comparing him to? There are no 30 M qb 2nd contracts before 2019 because the "rate" was lower from 2018 on back. Last year it was around 28 M.
