I know you mentioned the last 5 before Wentz, but I didn't know how to pick 1 from 2015 so shown below are the last 7 before Wentz, showing year the contract was signed, terms of the deal, average per year, and percentage of the cap.
Their average salary per year is $23.86M, and Wentz' yearly average is way above that. But I think the answer you're looking for goes a bit beyond that exercise.
Their average percentage of the cap is 15.05%. A conservative estimate of the cap for 2021 when Wentz' contract kicks in is $215M. 15.05% of that is $32.36M - pretty much spot on what Wentz got. So yes, Wentz' contract absolutely follows the trend for 2nd contracts that the previous (7) 2nd contracts indicate.
