Maybe he got a second opinion - or the condition worsened. All the medical reports are, even the ones we don't see are estimations of what may happen in the future based on other case studies. It's not fool-proof. I don't think medicine works that way.
Again - to pretend like a league-filed medical report is infallible and punishable if it turns out to be wrong is a bit naive
