I think you're being a bit nearsighted on this. They directly and openly said the MRI revealed no structural damage and that surgery was not required.
Maybe according to you the Rams would lie about not setting up surgery in the off-season for a player who needs surgery, but I doubt (in the extreme) they are that ignorant (and doggone near criminal) about a player's health.
