Negotiation isn't going to matter much or for that matter even happen much. If you look at the history of the new CBA signings with qbs up for 2nd contracts, they revolve around pretty regular numbers. "X amount is what franchise qbs are getting on 2nd contracts this year." With minor variations, the actual signings stick to those numbers. What probably does get negotiated is how it gets slotted--guaranteed money, bonuses, that kind of thing. When Goff is up for his 2nd deal, there will be a general number for that year, and with just a bit of give or take/more or less, that's what he will get.
