1. Quality of starting QB
2. Quality of head coach/coaching staff
3. Draft effectiveness
4. Quality of player development
5. Quality of defensive backs
#5 because it is a passing league first and foremost.

tied for 1st of 5: a group or person good at making personnel decisionstied for 1st of 5: head coach & coaches (a coordinator, a great position coach like the OL coach, a guy or 2 of top quality...not all of them need to be tops but 1 or 2 need to be)tied for 1st of 5: qb
