I have to agree. It would be great if he develops physically and through OTAs work and can become a rotational player- maybe 12-15 snaps per game. But it's also just as likely he gets cut in late August. If he surprises everyone and earns playing time, great. But for now with him you can't even "pencil him in" as they are with Kiser.
VB on this, from a while back. It's not enough to crown him, but it does suggest they like him and that that can't just be written off.

Enough so that they are keeping him on the active roster on almost a redshirt basis rather than trying to slide him through waivers to get him on the practice squad. They know someone would gobble him up on waivers. I’ve been told they believe there is a future role for him. And if there was an injury they’d be comfortable playing him. But for now, they are OK with redshirting him on the 53 and making sure he sticks around

Best way I can explain it, upon doing some poking around: Rams believe there is a future role for him so they didn’t/don’t want to risk losing him on waivers if they were to waive him to put him on the practice squad. If an injury were to occur they’d be comfortable playing him. But for now, just consider this year a redshirt season for him.
