That's very rare.
Either way you have to make the distinction between someone who is just a back-up, and someone who is a #2 caliber qb. The latter will never be a starting franchise caliber qb. There may be some #2 caliber types who get starting gigs in a qb-starved league (Foles, Keenum) . But that does not make them #1 CALIBER qbs. And there may be some #1 caliber qbs who started out as back ups (Brady, Warner, Romo). But it is rare to find the 2nd breed. The percentages are against it.
Teams that find their starting qb was already on their roster after backing up a previous starter? They are very lucky.
Short version: most back-up qbs are not young starting caliber qbs just waiting in the wings.
And in Mannion's case he clearly is not starting caliber. Bortles is on the fence in my opinion but is a big improvement over Mannion as our backup.
