If Mannion is really not going to make the cut and can't make it in the NFL, is there somebody else who has never played that the Rams could go with.

I don't agree that the idea of a backup quarterback is to limp into a win here or there. It needs to be somebody that may be able to be a top tier starter some day if given the chance.
Always go with the unknown versus going with the known when the known is bad play.
The type of the backup QB can depend on the quality of the team and their playoff chances. There isn't one right way for every team.
If you are a Super Bowl contending team like the Rams, you need a backup QB who can keep your season alive. That's all that matters. Having an unproven inexperienced backup QB is foolish and could cost them a chance at the Super Bowl.
The pre-McVay Rams were playoff long shots...so using a developmental QB can make sense....there's no need to spend much on a vet backup.
For a team like the Rams....a win now team.... having an experienced backup QB far outweighs the need to develop a future top tier starter (which is also a long shot anyway)
