The 99 team was derailed in 2000 by injuries to the DL--every single DL starter had off-season surgery, and then 2 got injured during the season on top of it. That combined with Giunta being over his head as a D-coordinator. That amounted to a perfect storm of defensive suckitude.
They fixed the defense in 2001, but then starting in 2000 the real decline came from a series of really monumentally bad personnel decisions, everything from poor drafting to not keeping the right players (eg. Fletcher).
The McVay team is not guaranteed to be in the conference championship game every year, BUT, to equal the decline of the 99 team, they would have to draft THAT badly and be THAT bad about general personnel decisions. Which I just do not see happening.
The longterm prospects for the 2019 team are much brighter than they were for the 99 team, frankly.
