Brockers can be a 4 sack a year guy and decent run stopper. I'm not sure that's worth $11 mil. a year though

Is 11 M not worth it for Brockers if there's good DL in this draft?
Well the problem with that is, rarely do DL perform at a high enough level as rookies.
The safer position is to draft DL AND keep the experienced Brockers.
Plus I for one am never all that sure that just buying a FA is always a real solution. So I don't see a freed up 11 M as automatically leading to gains. Especially on defense, what you just might end up with instead is a veteran who struggles to adapt to new techniques and a new system.
I would prefer adding drafted DL to a situation where there's a Brockers on the line--an experienced vet who knows the system.
You get better defense that way, I think, than either just throwing money at newcomer FAs or starting rookies.
