Absolutely "KEEPING" the ball in the end zone is a touch back... not saying THAT changed.. .always been that way.
You are correct. It used to be that if you tried to take the ball out of the endzone and failed, it was a safety. Matter of fact, I remember a couple of times where a defender caught an INT and his momentum took him into the endzone, or he actually slide into the endzone, and the play was ruled a safety. They changed the rules quite a while ago, so you can only get a safety if a defender comes out of the endzone and then goes back in.
