Yes, at some point in the game McVay has to establish the run but Chicago started with a serious commitment to stop Gurley. At times they had 9 in the box. The right move there is to throw and make them pay.
Goff, the OL, and the WRs have to force the defense out of that over-aggressive determination to stop Gurley as quickly as possible. But...the OL and Goff were horrible from the start.
Anyway, this is a long winded way to say that the OL sucked before the Bears knew McVay was abandoning the run and they wouldn't have to defend it. They were a leaky sieve allowing pressure on nearly every Goff drop back.
