Donald's constant presence in the backfied (which will hopefuly be complemented with Fowler and Obo).......begs the Rams DB's to press and play bump and run. Opposing QB's need to be (and are) getting rid of the ball quickly. They don't have the luxury of time. If the Ram DB's can effectively jam the WR's....the QB will need more time for a play to develop. But Hill and Peters just aren't big and strong enough to do this. So opposing WR's are easily progressing on their routes.
Talib is a quintessential Jam DB. He can dictate the WR's route in the first 7 yards.
The Rams just have the wrong personnel at DB to be effective in this defense. They should have known this before bringing in Peters. A big strong DB needs to be at the top of the list in the draft.
Once Talib comes back....he will neutralize the opposing #1 receiver. Will it be enough?
