The Broncos strategy was to let the Rams run the ball to slow them down from scoring a ton of points. This is the classic Bill Parcells strategy used to beat the Bills in the famous 1990 SB. Well, it did play into keeping the score down, but there were other factors at play including the cold weather affecting Goff, and Kupp getting hurt. But clearly McVay played into the Broncos hands by forcing the ball into a defense geared up to stop the pass and give up the run.
My additional thought on this is I was too harsh on Goff. He was put in a very bad situation. The environment was bad, 25 degrees affects accuracy and he depends so much on his accuracy. And I don't believe the gloves didn't hamper him. Then McVay had Goff force the ball into the teeth of a defensive strategy heavily biased to pass defense. Yes, Goff was off, but it was McVay who is most to blame for not adjusting well to Denver's strategy.

The play calling did seem a bit curious considering the Broncos opted to over-defense Jared Goff and the passing game while blanketing the second and third levels and bringing plenty of heat with the pass rush duo of Bradley Chubb and Von Miller.
The Broncos did so knowing full well it might mean Gurley going off.
“Today, that was kind of part of our game plan, try to make them run the ball, really,” Broncos cornerback Chris Harris said. “Their offense has been putting up 40 points per game, so we just tried to figure out a way to slow them down.”
Defending the Rams these days has become a dangerous game of pick your poison. The Broncos decided if anyone on the Rams was going to beat them, it was going to be Gurley.
I'm sorry, but this is Oscar Meyer bologna. Goff was off all day long and inaccurate to OPEN receivers. This wasn't McVay forcing a passing game against a defense not allowing any clean targets. Goff's passes were just off the mark and it started to affect his timing and confidence. Which leads me to believe that the cold weather was the culprit. McVay is being a good coach taking the blame but Goff was just off yesterday not the play calling.
