The issue isn't whether a team needs a great QB. I think we all agree to that. (If anyone doesn't, please speak up.)
Nor is it whether a great RB is required. I think we all agree that an elite RB is not absolutely required.
The issue is, given that it obviously is better to have both, do you automatically draft the QB when it's available? Or do you opt to draft the higher rated RB (or any other important position) when presented with a choice?
I think frequency of how long an elite player comes along at the position should be a huge, if not definitive factor, in deciding.
If I was building a team, and I knew that hypothetically 3 franchise to elite QBs on average were in each draft and each draft only contained 1 elite RB on average, I'd play the odds and take the RB.
Same with WR or DE or any other critically important position.
