It's puzzling. Replay is puzzling. Should be done by another official in a booth somewhere and then phoned down in seconds, not minutes. They should already be looking at the play before they are called.
In this day and age, technology probably exists for spotting the ball properly and determining whether the ball crosses the goal line... probably even exists where it could tell if a knee was down... I mean we have self driving cars.
Also, I'm not sure why the NFL was so reluctant to pay the officials full time and let them work on being better...
The whole system is baffling.
So, pay the men, train them a lot, then some more, get a replay team and use present technology to improve officiating. How much could this possibly cost? More than a drop in the bucket? I doubt it.
