When you focus just on Goff and not the team as a whole, he improved in the RZ. At the bye they said they were going to work on RZ offense and it worked apparently, not for the team as a whole (it still needs some work) but Goff himself throwing inside the 10.
I know this because it came up before during the season. I looked at it then and came up with this:

Inside the 10 it's 4 TDs on 14 attempts which is a still mediocre 28.5%.
At the end of the season, Goff came out to be 5th in the league in TD% per attempt in side the 10. (At 51.9%).
So he got better.
But the entire team inside the 20? They could probably still improve there some.
