It starts WAY before NCAA ball.

You have Pop Warner teams that SELL players from one team to another (Look at South Florida) I have heard of Parents getting cash or cars for their child to play on a certain Pop Warner squad. Then it goes to Jr and SR High. We all have seen the "star player" that hardly does school work but gets the grades. Or the one that DOES get caught for trouble but has little to no price. THEN, you have the NCAA. I love my Gators. I have heard how VERY tough it is for a sharp kid to even be considered for the school. But time n time again, I have seen Gator players that can hardly talk properly (Goes for 90% of the schools out there.) "Tutoring" gets them through. From a young age, these kids are brought up as untouchable And then the NFL....nuff said. Too much $$$$$ is going to BOTH ends of the deals along the way.
