Or should I say the lack of creativity. In 1987, we saw TEAMS of guys off the streets (SCABS) who at least TRIED to move the ball down field. That day, I would've been happier with 5 INTS, if they were down field. That game was 24 to 3 and we struggled to even get the FG. Rams "Coaching" was pathetic that day and obviously the practice week prior. I mean, they were doing WR screens with DBs RIGHT on them at the catch over n over n over again.
A qb with 2 broken ribs playing behind a massively beat-up OL (at that point 3 starters out) isn't going to give you much of a passing game. (Actually they lost a 4th linemen--Setterstrom--during that game.)
It is true that Linehan was trying to play it safe with his qb, who had been sacked 6 times (ribs and all) the week before. He clearly didn't know what to do with the hand he had been dealt.
Bulger hinted as much after the game:
