He stated fans will need to get used to the best players testing the market and in many cases changing teams. It has already been the case for a while now.

Watkins for example did not set a new norm. He got pretty much exactly the kind of 2nd contract WRs of his tier were getting in 2018. That's around 15-16 M. That's around what Evans got for example.

2nd contracts go up every year. That's been true for a while.

I focus on 2nd contracts because 3rd and 4th contracts are less uniform and more variable.
