That's an assumption. It's quite possible that Donald has said that he wants to wait until Mack signs and that the Rams are fine with that.
Donald's hold out last year cost him one year towards his becoming an unrestricted free agent. Now, he is forced to report by Aug. 7 or he won't become a UFA.
Mack didn't hold out and didn't lose an accrued season. So Mack can outlast AD if he wants to.
If they are waiting on each other, I see no reason why Mack would sign before Aug. 7th.
