Watkins I can forgive if they sign Cooks before he becomes a free agent.
I don't know how much cheaper they would have been though if they had signed them last year. Last year the figure for Donald was still (to quote Schefter) "north of 20 M." Also last year, receivers of Watkins caliber were signing for 14-15 M (like Devantae Adams). But that's nitpicking.
I agree that there are questions about getting the right guys signed on time. But if they do sign Donald and Cooks, for me anyway that will answer the biggest questions.
