You can't "pay the man" if he doesn't want to accept the offer. It takes two to agree on a deal.
As for Peters saying what he said? I have no issue with it. He is not the first to say it and won't be the last. AD should be paid. No doubt about it but the offer has to be fair and so does AD's demands.
I concur with your line of thinking /\
It seems the Rams have tried to "pay the man" going all the way back to last offseason..... Until someone obtains a copy of the actual offer, it makes no sense to try and say the Rams haven't tried hard enough.
It's a two way street.
And that's why, with the absence of evidence, every statement like yours can be reversed.
Until someone obtains a copy of the actual offer, it makes no sense to try and say Donald has turned down a fair market contract offer. Why does that make no sense? Because no one actually knows.
There is about as much reason right now to say that the Rams have lowballed as there is to say that Donald turned down a realistic offer. Meaning---right now, there's no good reason to say either thing.

Exactly my point.... it seems most people want to blame the Rams on this one though
From the nfl network reports from last year it was reported to be a huge offer, but Rams didn’t like the opt out clause the agent was seeking...there seems to be more evidence that it was a very generous offer then a lowball offer based on the reports.
All we can go by is what has been reported, but until the actual offers are made public, lets just try not to assume either way.
