Mack didn't defer anything. Really there is nothing to defer. Players automatically become eligible for an extension after their 3rd year.

Here are two articles talking about the Raiders delaying giving him an extension for business reasons. Essentially, they didn't sign him because he was too big to fit under the cap, not because he didn't want one.

They can elect to do it and request it. It's not automatic. Ask yourself how many 1st rounders have actually done that.
And yes the team can elect not to participate.
That's very different from Frederick's situation, where he made it known that he wanted his post-3rd year extension and the team did in fact negotiate and ended up extending him after year 3/ before year 4.

We just posted several articles stating that eligibility for an extension after the 3rd season is automatic. No election or request is necessary for
eligibility.
And beyond that, I've actually read the CBA and I'll represent to you the same thing these articles are saying: it's automatic eligibility.
EDIT: a request is probably necessary to get negotiations started as a practical matter.
And any good agent is probably on the phone with the team the minute any of their players are eligible to renegotiate their deal....but they understand their leverage is weak and will take less money to get paid early....some players bet on themselves and try to maximize their worth like Donald, OBJ, Mack etc...
