I'm not sure I disagree with your statement but I dont see how it addresses your criteria.
A guy that a team isn’t trying to replace AND a QB that is sustainable.
This is the first I heard of qb rating and contract status. Personally I believe each are relevant but neither are stated.

He was given a marginal contract for a QB. It appears that the Jags are on the fence with Bortles. Besides that, Bortles has not shown himself to be a sustainable QB. By my definition he is not a franchise QB.
Yeah Bortles is an interesting example. They don't build the offense around his strengths, they reduce his role. In 4 years he has not had a season average qb rating above 90. His contract was around 10 M a year lower than other qb 2nd contracts in 2018. They stick with him, I s'pose, but it's harder to replace a qb than to manage things with an average at best one. So they kept him, but did so in a fashion that doesn't indicate they have a lot of faith in him.
