Bortles is a good test case.
He was given a marginal contract for a QB. It appears that the Jags are on the fence with Bortles. Besides that, Bortles has not shown himself to be a sustainable QB. By my definition he is not a franchise QB.
We don't need to KNOW who a team will draft. We are talking about WHEN they draft a QB. Look at every QB that was drafted in the first round the last 10 years. How many times was it a surprise that a team drafted a QB? The answer is zero. A good recent example is the Chiefs last year. They traded up and drafted Mahomes. Were you surprised? They had Alex Smith. Isn't he a franchise QB? Think about it.
