Goff had one really bad year, and one really nice year. I think its fair to see what he does this year before we know for sure. But, I do think its a good bet that Goff does well this year, just not a sure thing.
I think all those players on that list are on teams that believe they can build around them. TB considers Winston their franchise QB, same with Prescott, Watson, Carr, and Mariota. Although that can change after this season.
IMO, Goff didn't have a bad year. He had a bad 7 games. Not even half a season and part of that (if not all) I blame on the Middle School offense Fish and Co. tried to teach him. We all saw the difference a "real" offense and a "real" offensive coach made for Goff. IMO, if Goff would have had McVay in his rookie year, the results would have been different. In fact, I am surprised Fish didn't set him back a few years let alone ruin his entire career. Thank God he only had to deal with Fish for as long as he did.
I don't even count his first 7 games when evaluating Goff. If anything, he gets "extra" credit for being able to rebound after the Fish fiasco.
