Here's the key statement in the Bylaws...

"Absent specific extenuating circumstances as determined by the Commissioner"

If the Rams had gone to Goodell and said it would be in the best interest of the team and the NFL to shed the STL colors and don the old LA blue and yellow, I don't believe he would have said no.
