Special teams for punts and extra points... I would imagine it would make ST a little less important. I mean strategically as a GM/Coach. Having value as a special teams player would diminish.
As for how to make it safer, I don't know. Bring the kick in very close so players can't build up the speed maybe... like have them all on the 35 yard line or something and the kicker somewhere behind them... Maybe short pooch kicks or something... If the runner gets thru then he could be off to the races. Still exciting maybe.
