If the reports are true that the Chefs wanted Quinn and a pick and the Rams said no, that seems to tell me that the Rams will keep Quinn this season. If they were planning on cutting him, why not trade him instead and lessen the draft pick compensation.
That does go along with this seemingly win now strategy.
First, I don't think it;s any surprise they're in a "win now" mode...when McVay arrived he already had his qb, plus Gurley, plus Donald, plus 3/5ths of an OL, plus a list of other defenders, and in addition to all that a multiple pro-bowler special teams unit. They had to add receivers and a LOT, which is not that much compared to rebuilds we HAVE seen. Demoff said before they even interviewed that it was not a rebuild. They weren't starting over. By definition if you're not rebuilding, just renovating, that's "win now" territory.
In terms of Quinn. I agree, if they are keeping him instead of trading him, that means something. Actually it means 2 things. It means, first, that the Rams see value in him and want him around contributing. AND it means the CHIEFS also see value in him and tried to get him.
So at least 2 teams see present value in him...one wanted to get him and the other wanted to keep him.
