There are needs at multiple positions and CB is probably the highest right now. And a lot of things subject to change in March during free agency. But conceptually? Yeah, NT is a very viable option at #23.
I'm a believer in trying to maximize strengths and as Philadelphia showed having very good OL and DL counts for a lot. The Rams already have a good DL and could get even better if they upgraded the size and talent at NT (which was one of their weakest positions once Brockers was moved over).
Plus if Vea and Payne are viewed as legit top 20 overall players then the value argument at #23 is there too.
If you want Ogletree and Barron to make more plays at ILB the best way to do that is have a quality NT in front of them.
