McVay relied mostly on "11" personnel sets this year. So the single TE had to be a blocker as well as a pass receiver. Graham is a notoriously poor/uninterested blocker. He just wants to catch passes.
Now this reliance might have had something to do with not having a good enough 2nd TE to play with 2.
But.....consider this. IF you want to keep Watkins and Kupp and Woods around with the money it will cost, you are naturally going to play "11" personnel most of the time especially because Gurley is such a receiving threat. Might the Rams hope Andrews of OK is there in the 1st round and take him as an upgrade over Higbee? Maybe, but I kind of doubt it as I think the Rams will be looking at LT or CB or OLB in the round 1.
You're probably right. But Jimmy Graham supposedly improved as a blocker this season. Maybe someone has the PFF grades on him.

But like I mentioned earlier. This team is so close. Rookies take time. And who knows what you're going to get.
But getting proven vets can have a huge impact on this team next year. IMO, TE and RT were weak links for this offense last year.
Imagine your 11 personnel with Gurley, Kupp, Woods, Watkins and Graham. Who does the defense cover. Imagine Goff getting more time to find the open receiver because you just upgraded his RT.
Man, can't wait!
