McVay relied mostly on "11" personnel sets this year. So the single TE had to be a blocker as well as a pass receiver. Graham is a notoriously poor/uninterested blocker. He just wants to catch passes.
Now this reliance might have had something to do with not having a good enough 2nd TE to play with 2.
But.....consider this. IF you want to keep Watkins and Kupp and Woods around with the money it will cost, you are naturally going to play "11" personnel most of the time especially because Gurley is such a receiving threat. Might the Rams hope Andrews of OK is there in the 1st round and take him as an upgrade over Higbee? Maybe, but I kind of doubt it as I think the Rams will be looking at LT or CB or OLB in the round 1.
In McVay's closing commentary on the season press conference, he said that they ran a ton of 11 personnel this year but that's not really the goal. He of course wasn't too specific but he strongly implied that he'd like more 2 TE sets.
That would correspond to what he ran in Was.
So your theory that the reliance might have had something to do with not having a good enough 2nd TE to play with 2 is absolutely correct.
I'm certain Graham would be a fit. Also Tyler Eifert and Trey Burton are potential fits.
