His talent is undeniable. His first game with the team you could just see he was better than anyone they'd had in years. If they take him from 70 targets to 100-110 his numbers would of course go up. Woods averaged 7.1 targets/game and Kupp 6.3. Are there enough footballs to go around to also have Watkins average 6-7/game? Does the offense become somewhat more pass heavy?
There is something to be said for having him with them in OTAs and all of camp heading into 2018. I also lean toward overpaying for one year vs. paying long-term.
The transition tag isn't used much in the NFL anymore but maybe that is the way to go. You get to have some level of say in whether he stays or goes purely based on market demand. And paying somewhat less than under the franchise tag.
