That type of penalty is called in the 1st half to "set the tone"---it was suuuuch a small taunting. TruJo is a captain.
They had been warned and Tru ignored the warning. That is not acting like a captain. And it cost the team.
It's nice that Jeffrey spoke up for him but then Jeffrey benefited from a penalty that hurt the Rams so being generous comes at a low price.
