I go every year. I get tickets from the NFL if I go the year before. Only two years in the last 16 I missed were the two in Chicago but for some reason the NFL kept me on their list.
Second way is you know someone who works for the NFL. That's how I originally got my tickets. A friend of a friend worked for the Chargers (I am in NY).
The third way is a wrist band process each city does in its own special way. ANY was first come each night for the next days draft. Philadelphia was a lottery. I assume if you speak to the Cowboys PR once he season is over or the NFL PR as it gets closer they will tell you.
Although the tickets are free I have to decide whether the cost for incidentals is worth it. ANY and Philly I drove. Chicago I didn't go. We shall see. Hope this helped.
