So everytime a guy fields a kick say inside his 5 and his team is flagged for holding
his opponent in theory could throw a punch take a personal foul and by being cheap would gain advantage from a field position standpoint

Think of it this way. If there was ONLY a holding penalty on the Rams the ball would have gone back to the 2 and then half the distance backward to the 1 from there.

Since there were "post possession" flags on both teams the ball is spotted at the point of possession which was the 2.

However if EITHER foul would have occurred BEFORE possession was gained by the Rams the 2 flags would have caused a re-kick.

Weird, unusual play and I don't like the RULE but they did get it correct.
