There's no current evidence that Cooper is a better PR. That's in your imagination so far.

Teams still fear him getting past them on a sweep or end around. Enough to open up opportunities for other players to make big plays.
We've seen it. Speed kills. And no matter what you think of Tavon's route running or hands, if they don't contain him, he can make a game changing play.
That's why that crazy punt return spoof against the Hawks worked a couple years ago, because Seattle was so committed to stopping Austin.
And maybe teams DO contain him a lot, but they have to, and they DO, commit defensive resources to doing it. That leaves other things open.
Big plays change games, and DC's are paranoid about stopping them.
So yes, in addition to whatever plays he makes, he IS a very effective decoy.
Yes, I've heard it - "too expensive for a decoy". But you promised to put salary aside.
