I think he was talking about differences actually and how the environment the QB plays in can make a big difference
Rodgers had time to learn and develop on a good team and he came into a good offense
Goff was a rookie and was thrown into the worst offensive coaching scheme in NFL history that had no prepared offensive players. He had no options to throw to because they didn't actually practice but a handful of plays and he had probably the worst starting left tackle in the NFL.
But to your point, they are different players. Rodgers is the best QB in NFL history and Goff is a young guy trying to get any kinds of confidence and success going. Last night was by far, the best he has looked and while I think much of it is because the Raiders appear to be horrific on defense, it was a great start.
