Oh I can't answer that one without doing real research. All I got is snippets.
I will say it;s true that Washington was much better in the RZ in 2015, also with McVay calling plays.
I also know that all but one of Jordan Reed's 6 TDs came in the RZ. In 2016, Reed had only 13 catches inside the RZ.
Cousins otoh gives you a very clear picture. Last year his TD percentage inside the 10 was 20%. That's not all that great. (In contrast, the Rams qb in 2012, for example---which I mention just cause I happen to know it so it's easy--was 48%).
But I couldn't tell you if that's Cousins, or McVay, or all the tough RZ defenses they faced, or a combination...don't know.
